Come on now, don't we all suspect why this has happened to Attorney Fine? Dr. Shirley Moore ( been fighting for this man for quite some time and his case has been all over the web and her talk shows: (
I believe Attorney Fine had the guts to stand up to some of the powers that be in HOA/COA property thefts, like Attorney Phil Putnam, and Attorney Donie Vanitzian (, LA Times columnist, and so much more), both in California, Attorney David Kahne (Texas), Karin Huffer, MS, MFT, "Overcoming the Devastation of Legal Abuse Syndrome,",,, Shu Bartholomew,, Dr. JoyceStarr,, Rep. Julio Robaina and Jan Bergemann (Florida),, George Staropoli,, Texas group, and the entire list of other intelligent Americans who are either victims, advocates, or homeowner attorneys. I am not sure of the entire chain of events, in Attorney Fine's case, but it appears he may have uncovered the "follow the money route for justice," in some of these cases. In my opinion, I believe this is happening to innocent people and families all over the USA, who unfortunately are in one of these abusive groups, which impart and practice their own variety of "domestic, judicial and financial terrorism" on anyone who may live there and they know they will get away with targeting, terrorizing, harassing, fining, assessing and foreclosing upon.
Could be greed driven stealing of homes and property by those "in the know," or "those in the loop."

On January 28, 2009, an email was sent jointly to and, inquiring as to the status of correspondence with enclosures mailed by POPULAR, Inc. (POPULAR) to the Office of the High Commissioner for Human Rights on December 8, 2008 and a follow-up letter with enclosures forwarded by POPULAR on January 20, 2009 to former Special Rapporteur Ligabo.
Please acknowledge receipt of this email as POPULAR has yet to receive a response to its indicated, earlier email.

The urgent appeal at hand is essentially a development or outgrowth of the basic concerns addressed by POPULAR's non-emergency complaint to your predecessor. It relates to the ongoing incarceration of Dr. Richard Isaac Fine of Los Angeles County, California .
It is difficult to both summarize and adequately portray Dr. Fine’s extensive and distinguished background. His many prestigious degrees and certificates include a Ph.D. in international law from the London School of Economics and Political Science. He has been a lawyer in multiple government antitrust divisions including that of the U.S. Justice Department and another he created and led for the city of Los Angeles , California . Dr. Fine is Honorary Consul General, Kingdom of Norway .

Incident Involving the Arrest of Dr. Richard Isaac Fine:
On March 4, 2009, California state judge David P. Yaffee sentenced Dr. Richard Isaac Fine to jail for contempt where he remains indefinitely under what is known as the Marina Strand case, cause number BS 109420 before Department 86 of the Los Angeles County Superior Court. In a 21 page, February 1, 2009 letter to U.S. Attorney General Eric Holder, Dr. Shirley Moore detailed events prompting Fine’s ongoing confinement and purported disbarment. Moore is president of the judicial monitoring group known as “Disclosure Watch”. Fine is the organization’s national spokesperson.
According to Disclosure Watch, a June 2007 petition Fine filed for the Marina Strand Colony II Homeowners Association placed him in a now well publicized dispute over questionable payments by Los Angeles County to certain California state judges. The Honorable David P. Yaffee is among those judges and presides over the referenced Marina Strand case against Los Angeles County among other defendants. Disclosure Watch’s referenced criminal complaint to U.S. Attorney General Holder accordingly requests an “Investigation for Violation of the Implied Right of Honest Services and Other Appropriate Charges”. Fine later reported to Holder that California “Senate Bill SBX2 11 responded directly to the ‘Criminal Complaint’ by granting state immunity to governmental entities and judges who engaged in the illegal acts of paying and receiving county benefits throughout the State of California .”
