Every blog is a "potential moneymaker" including this one and my own three blogs.
The key word however is "potential." At this point in time, there is no established business model for blogs (or for much online mainstream media content for that matter) to generate significant income.
Philadelphia is out to lunch on this one and should direct its revenue enhancement efforts at established businesses.
And are you liable for the license fee only if you reside in Philadelphia, your server is located there, or some random reader who resides there reads your blog. What is the economic activity and where is it taking place?
It's all a pretext for the city grabbing money from people. Red light cameras, user fees, CIDs, selling off highways and bridges so private companies can jack up the tolls, phony taxes like this--the problem is that politicians are spending too much money and pretending that they aren't increasing taxes.
