I'm not sure that the community association industry even cares about the public perception of private local government in the form of mandatory membership HOAs. What's important is the preservation of public policy favoring local government privatization and on that front the industry doesn't appear to be suffering any losses.
Your so right Fred P. the industry has little to fear as long as the current public policy assures them a monopoly as a public-private partnership always does. In fact who cares about public relations? Since more conflict, confusion and litigation among HOAs just means more business and profits since the industry certified members provide the services and even authored most of the State statutes that CIDs are required to operate under.
