They called the builder, then the management company, and then the media. And now they are getting hit with citations for all sorts of violations.

AND THAT IS WHAT IS HAPPENING IN HOAs ALL ACROSS THE COUNTRY.
Some of them have gone so far as to try to implement deed restrictions that prohibit you from speaking to the public or providing communications in any public media that might reflect negatively on the declarant, any builder, or the subdivision in an effort to directly stifle public disclosure.
The "HOA" is the private government controlled by the declarant, HOA attorney, management company, etc. to try to stifle public disclosure of how bad HOA living is. (see, e.g., Houston Chronicle article detailing KB Homes) You are expected to pay and shut up or it will be worse for you next time.
If you don't shut up, the HOA will be used to threaten you with foreclosure on your home to step up the heat. This is accomplished by creating "debt" out of thin air (e.g., fines), demanding payment for them, and then foreclosing if you refuse.
I predict we'll see gated community deep throats emerge, sending the media anonymous email tips from Internet cafe and library computers.
Call it "Gateagate."
Many in advocacy have beggeg the media for the truth. Especially, those forced into homelessness; actually had their homes stolen.
Thieves, thugs, bullies, liars and worse. The media knows the truth and many of the victims and advocates. It is time we, the people, need to dependon the media for the TRUTH, in this INDUSTRY GONE WILD!
