Things are so dire the complex is seeking charitable contributions to stay afloat.

from the story: One year ago, a fire burned through several units in the complex. Firefighters said their efforts were hampered because private hydrants on the property were not maintained and failed.

I say you can drill a pretty deep well for that amount of money.
So a legal entity known as the HOA corporation, which has rights as a person under the law, fails to pay its water bills, but the natural persons suffer the consequences.
As comedian Evan Esar wrote back in 1943, a corporation is "a group of persons formed for individual profit without individual responsibility."
Homeowner’s association president Ron Johnson said "the bill exploded in recent years because undetected leaks underground spewed uncontrollably. In recent days, he said the leaks have been found and fixed. Now the only obstacle is money." If it took only a few days to find and fix the leaks, what were the corporate directors doing with the money they have been collecting from the homeowners for the past several years? Obviously not fixing leaks nor paying the water bill.
It will be interesting to see if anybody other than the victims are held accountable for this obvious mismanagement.
