Menifee extends traffic enforcement to private roads in gated community : "Enforcing traffic laws for the 2 miles of roadway inside the Tierra Shores tract should not take a substantial toll on the city's law enforcement resources, McElvain said.

'There's probably thousands of miles of road in the city of Menifee. It probably won't be much of an impact,' he said.

But if city officials were to extend traffic enforcement to all the private communities in Menifee, that could start to affect the Sheriff's Department's ability to effectively cover the 48-square-mile city."

If you asked municipal officials if HOAs are being integrated into local government, they'd probably respond with blank stares. Or complaints that HOAs are beggars, always coming to them hat in hand and asking for money to fix their roads or take over common areas.

Or expressions of concern such as those by a Texas city councilmember that by mandating the formation of HOAs, they've created dictatorial regimes that run roughshod over property owners.

Not exactly what I'd call integration into the structure of local government but rather what's termed in military jargon as a charlie foxtrot.
