ABC News: America's Top 15 Emptiest Cities: "Las Vegas edged Detroit for the title of America's most abandoned city. Atlanta came in third, followed by Greensboro, N.C., and Dayton, Ohio."

Based on rental and housing vacancies. I can see Las Vegas making a comeback once the economy picks up again, but I have no idea what could save Detroit. You can send them all the federal dollars you want. Some cities are so far gone that there is no way to lure people back.
