Homeowners' Association Proposes ATV Ban in Meadow Village. - WBOY-TV - WBOY.com: "CLARKSBURG, WV -- The Harrison County Commission held its first public hearing on a proposed ATV ban in Meadow Village near Good Hope.

Members of the Homeowners' Association say ATV's pose a danger to the children in their small community of 14 households."

In West Virginia, the journalists use apostrophes to indicate the plural. Or should I say, the "journalist's" use "apostrophe's" for that purpose.

Actually, though, the apostrophe in "homeowners'" marks a plural possessive, and it's not wrong for writers to use "'s" to mark the plural of letters, acronyms, symbols, and words used as words. However, that second use of apostrophe is becoming steadily more scarce. (In general, we're experiencing a trend towards fewer punctuation marks.)

The author's use of the apostrophe correctly conveys the public's view of an association but it incorrectly conveys reality. The association owns the homeowners not the other way around.

Why is the ban specific to one neighborhood and not the county as a whole. In other words, why is the "county commission" involved in this matter unless the regulation/ordinance will be applied to all subdivisions in the county? What happened to the myth of local control in the HOA?
